The Trump administration is considering limiting the ability of a Chinese video surveillance giant, Hikvision, to buy American components. It’s a step that would widen President Trump’s campaign to counter Beijing’s technological ambitions and punish Chinese companies for their role in the surveillance and mass detention of Muslims.

New divides opened among House Democrats over how to uphold Congress’s oversight powers in the face of Mr. Trump’s stonewalling. Democrats were at odds over how to fight the latest defiance of a House subpoena, this time by the former White House counsel Donald F. McGahn II.
